Established in 2009, the Tax Committee is one of AmCham Moldova’s most dynamic and respected advocacy platforms. With its finger on the pulse of legislative change, the Committee represents a vital link between the business community and policymakers on matters related to taxation, financial reporting, and audit.

Mission

The mission of the Committee is to enhance the Moldovan tax, financial reporting and audit regulations by acting as an advocacy group by to identifying and promoting solutions to relevant issues of the business community, and to provide a forum for dialogue among sector professionals and decision-makers in Government, as well as to serve as an educational, networking and information hub for the business community on tax, financial reporting, and audit. 

Objectives

  1. Promote a competitive and predictable tax, financial reporting and audit environment, consistent with best European practices;
  2. Engage early in the legislative process to incorporate private sector feedback;
  3. Raise awareness and build understanding of tax-related matters among AmCham members;
  4. Represent the collective voice of the private sector in policy dialogue;
  5. Address shared tax issues affecting groups of businesses, rather than isolated cases.

Advocacy Agenda

A competitive, predictable, and harmonized tax system with European and international standards is an essential precondition for the sustainable development of the national economy, the community's advocacy agenda being built precisely to achieve this objective, including:

  • Harmonization with the EU tax acquis (Chapter 16) and OECD frameworks
  • Predictability in tax regulations through timely consultations
  • Risk-based, fair, and digitalized tax procedures using AI and Big Data
  • Transparent and efficient tax audit mechanisms
  • Streamlined B2G, B2B, and domestic tax processes
  • Smart, fair tax incentives for domestic and international investment
  • Renewed focus on the Double Taxation Treaty with the USA

At the same time, reliable financial reporting and robust audit oversight are the cornerstones of a healthy business environment. We work to:

  • Align Moldova’s reporting rules with EU Directives and IFRS
  • Promote a culture of financial transparency
  • Strengthen audit oversight through modernized, independent control mechanisms

At the same time, focus is also on Corporate sustainability reporting (CSRD) as part of the general financial reporting of a company.

Furthermore, with Moldova expecting to receive pre-accession funds (2028–2034), the Committee is committed to helping businesses:

  • Access and use these funds effectively
  • Engage in transparent public procurement, especially in tech sectors
  • Stay informed and prepared for upcoming changes in the regulatory landscape

Advocacy Events and Other Activities

The Committee brings together AmCham members through:

  • Policy consultations and roundtables with authorities;
  • Flagship events like TAXCON and the Accounting & Audit Conference;
  • #AmChamExplains: practical breakdowns of new tax laws and procedures;
  • Public Talks on emerging tax, financial reporting and audit issues;
  • Internal workshops for peer learning and alignment.

About the Committee

The Committee is conceived as a place for companies interested in taxes, financial reporting, and audit spheres, which covers many companies due to the core interest in these issues by almost any company member.

The Committee is open to individuals whose occupations are relevant to the Committee's stated mission and whose companies are members of the AmCham. We kindly invite every interested member to join our efforts.

The Committee, as a part of AmCham

The Committee is a part of AmCham and therefore shares AmCham's mission and its values.

In that spirit, no Committee member, including Co-Chairs, shall express personal views on behalf of the Committee and therefore the AmCham, unless they represent an official and approved position by the Board of Directors. No Committee member shall, in the name of the Committee or AmCham, discuss issues that are not related to its mission. All activities of the Committee shall be done in direct coordination and communication with the AmCham Committee Coordinator.The committee coordinator will regularly inform members of Committee activity and contribute to AmCham Weekly Bulletins, Business Reviews, Annual reports, Web site, etc.
