This Legal Flash brings you the latest news on adoption of the use of IBAN codes for payment to the state budget, registration of the mediation offices, and a number of Regulations on the financial market.

According to the Order No 180, starting from 1 January 2016, national transfers to the national public budget shall be made with the use of IBAN codes. IBAN codes will be generated by the Ministry of Finance. In case of necessity, the Ministry of Finance will update the register of IBAN codes. The Ministry of Finance will transfer the Registry of IBAN codes to the National Bank of Moldova, commercial banks and other payment services providers, the Tax Authority, Customs Service, National Office of Social Insurance and National Company of Health Insurance. These authorities will transfer the Registry of IBAN codes to subordinate authorities to be used in their activity. Payers / taxpayers may access the IBAN codes at the website of the Ministry of Finance: www.mf.gov.md.

Regulation on the registration of mediation offices and organizations sets forth the terms and procedures for registration of the registered office of a mediation office or a mediation organization, the procedures for amending their recorded data, as well as way of deleting of the mediation office or organization from the State Register of Mediators. The Regulation establishes rules and procedures regarding the creation, management and use of regulated markets and multilateral systems of trading. The Regulation also sets the obligations of the members of regulated markets and multilateral systems of trading. The Regulation covers market operators, system operators and members of a regulated market or multilateral systems of trading.
