Turcan Cazac Law Firm: Vladimir Palamarciuc authors Study for the purposes of the National Justice Sector Reform 2011-2016

Chisinau, Moldova - Moldova\'s Ministry of Justice has published the Study on the criteria of accession to the legal profession in Moldova - study conducted for accomplishing objective 3.2.4 (1) in the action plan of the Justice Sector Reform strategy. The author of the study is Turcan Cazac associate Vladimir Palamarciuc.

Vladimir has reviewed the existing criteria and provided a SWOT analysis of these, formulating recommendations for the alignment of the national framework to European and international standards of accession to the legal profession. Specifically, Vladimir has investigated the practice and standards of admission employed by various European countries (i.e. Romania, Norway, and Scotland) and the United States (in particular, by the State of New Mexico) to draw his conclusions.

Among many, the author recommends establishing objective criteria for the evaluation of the candidates to the attorney profession, setting up a procedure and institutional framework for contesting Bar exam results, as well as improving the provisions on the legal status of trainee lawyers. The recommendations are to serve as a basis for drafting relevant policy and legislative measures. But first, the next step is for the study to be publicly debated. The author of the study and the Ministry of Justice invite all lawyers and professionals managing law practices to contribute with comments and recommendations.
