AmCham constată practici abuzive la efectuarea inspecțiilor bazate pe riscuri a produselor alimentare la posturile de inspecție la frontieră ANSA

Într-o scrisoare adresată către Prim-ministrul Republicii Moldova, AmCham Moldova constată repetat lipsa implementării sistemului de analiză a riscurilor de către Agenția Naționale pentru Siguranța Alimentelor în cadrul controlului sanitar-veterinar, controlului fitosanitar, controlului pentru siguranța alimentelor și controlului produselor de uz fitosanitar și fertilizanți efectuat la frontieră. 

Contrar prevederilor Hotărîrii de Guvern 938/2018, respectivele practici generează costuri sporite pentru mediul privat sub formă de plata tarifelor la serviciile prestate de Agenția Națională pentru Siguranța Alimentelor, plăți datorate transportatorilor pentru staționarea camioanelor în punctele de trecere a frontierei, casarea unor cantități considerabile de marfă, deseori fiind produse alimentare de valoare înaltă.

AmCham Reports Deficiencies on Performing Risk-based Inspections on Foodstuff at ANSA Cross-border Inspection Posts

In the letter addressed to the Prime Minister, AmCham Moldova notes the lack of the risk-based selectivity approach when ANSA inspectors conduct control of food and animal feed when importing in the Republic of Moldova.

AmCham member companies reported that since the moment of application of the above-mentioned Regulations all consignments were always subject to all three types of control (documentary, identity, and physical checks).

These practices generate higher costs for companies in the form of payment of tariffs for services provided by the Agency2, payments due to carriers for stationing trucks at the border crossing points, disposing of considerable quantities of goods, often being high-value food products. This phenomenon also raises reputational concerns, as EU based producers are puzzled regarding the risks associated with their products that need 100% documentary, identity, and physical inspection.
